Fixes & improvements in virtual hub

The changes includes:

• unified (a bit) debugging output
• port is put into power-off state after SET_CONFIGURATION request
• less ports on the hub
• delayed port changes run in separate fibril
• shorter waiting for transactions in HC scheduling manager
