arm64: Add GRUB files for the architecture

  • Teach tools/grub/grub-update.sh how to build GRUB for AArch64.
  • Add pre-compiled GRUB binaries for this architecture, built with Linaro GCC 6.3-2017.02.
  • Property mode set to 100644
