The problem seems to be that the TICK register runs ahead of the TICK_COMPARE register and thus no tick interrupt is being generated. Since the keyboard on this machine is periodically polled, this also means that the system cannot be controlled via keyboard.

This is somewhat similar to issues we have had on mips32.
